Contract Award to Mr. Ezekiel Russell
The OCG, during the course of its investigation, uncovered that a contract was awarded to Mr. Ezekiel
Russell, former Administrative Assistant to then Minister of Youth and Culture, Ms. Lisa Hanna, and
former Constituency Secretary, South East, St. Ann. The contract was awarded to Mr. Russell by the St.
Ann Municipal Corporation for the conduct of works relating to the Pedro Water Extension Project, in the
amount of $114,800.00. The contract was signed by Mr. Russell on November 22, 2011. The contract
stated that the date of commencement was November 23, 2011 with the completion date being December
8, 2011. It was further indicated on the contract that the contract was awarded by the Corporation under
the auspice of the Capital Works, CDF Programme. The OCG was also provided with a cheque which
was made payable to Mr. Russell in the amount of $112,504.00, with the balance of $2,296.00 reserved
for statutory payment.
Questions concerning the Pedro Water Extension Project, as well as the award of the referenced contract
to Mr. Russell were directed to Ms. Andrea Smith by the OCG during her appearance on January 21,
