When at the completion of the project -- I
presume the project is completed now,
ma'am, the Pedro Water Extension Project
itself is completed now? Can you
remember? Do you know?
MISS ANDREA SMITH:
I don't think it was.
MR. DIRK HARRISON:
Don't think it was. Now, for the time that
that project was in existence, ma'am, did
you receive the documentation in relation
to the project, let's say for payment,
documents indicating work being done,
did you receive documentation like that?
MISS ANDREA SMITH:
I can't say at this time.
MR. DIRK HARRISON:
Did you generate status reports for the
project?
MISS ANDREA SMITH:
No, sir.
MR. DIRK HARRISON:
Did you have any system of accountability
to know exactly what was happening
throughout the project?
MISS ANDREA SMITH:
No, sir.”

Having regard to the referenced contract which was awarded to Mr. Ezekiel Russell, Ms. Lisa Hanna to
whom Mr. Russell was employed at the time advised the OCG that she was not aware that a contract had
been awarded to Mr. Russell in respect of this programme. The following representations were made:
