With respect to Mr. Russell’s association with the Member of Parliament, Ms. Lisa Hanna, and the South
East, St. Ann Constituency Office, Ms. Hanna stated,
inter alia
, the following during her appearance
before the Contractor General on October 26, 2015:
“MR. DIRK HARRISON:
Now, in the context of Mr. Ezekiel Russell,
did he at some point in time in the employ of
the Constituency Office and if so, when?
LISA HANNA, MP:
Ezekiel was in the employ of Constituency
Office, I think, I believe, during 2009 to
2012.
MR. DIRK HARRISON:
And what role and functions did he perform?
LISA HANNA, MP:
He helped to look for projects that were
important to the development of certain areas.
MR. DIRK HARRISON:
And when you say look for projects, what do
you mean?
LISA HANNA, MP:
From time to time, in -- my Constituency is
actually the largest Constituency in the
country. So, it borders seven Constituencies.
It stretches from the top of Faiths Pen to the
back of Tie Dixon, go up to Nine Mile and
come down to Lime Hall, go to Parry Town
and go across to Steer Town.

… We go across to Exchange and we go up
to Guys Hill, and so it really is identifying
water issues, land issues, issues relating to
basic schools, issue that is because the
