The OCG observed that the contract was duly signed by Ms. Jennifer Edwards, then Executive Director,
NSWMA, and by the contractor, Claudette Boreland, as well as witnessed in the presence of Mr. Ezekiel
Russell.
The OCG observed a copy of a Purchase/Service Order No.13815, P. Reqn. No – 24019, dated December
12, 2013 from the NSWMA to Ms. Claudette Boreland in the sum of $500,000.00, which stated,
inter
alia,
as follows:
“Bushing and carting away of debris from 5 Mile to 7 Mile
(Part of Control Section Bonneville – Ballentoy) in St. Ann
under the TEF/NSWMA Christmas Program.”

The OCG’s review indicated that the Purchase/Service Order was prepared and was stamped confirming
that the goods were received in satisfactory order and that the work was satisfactorily completed. A copy
of the cheque requisition voucher dated December 19, 2013 further indicated that the amount of
$500,000.00 was approved for payment by the NSWMA Accounts Department on December 20, 2013

Contract Awarded to Lydia Morris
The OCG reviewed a copy of the contract for the execution of ‘Cut and Clean Up Activities’ between the
NSWMA and the selected contractor, Lydia Morris. The agreement which was signed on December 3,
2013, and outlined under Clause 1.1 the following obligations of the contractor:
“Clause 1.1 –
GENERAL OBLIGATIONS
:
a. The contractor shall exercise reasonable skill, care and
diligence in the performance of the works described below:
Description of works:
a)
Bushing of roadways and verges from Alderton
