The OCG also observed that the contract was duly signed by Ms. Jennifer Edwards, then Executive
Director, NSWMA, the contractor, Ms. Lydia Morris and further witnessed in the presence of Mr. Ezekiel
Russell.
The Purchase/Service Order No. 13811, P.Reqn. No – 20415, which was dated December 12, 2013 from
the National Solid Waste Management Authority to Lydia Morris in the sum of $500,000.00 stated,
inter
alia,
as follows:
“Bushing and carting away of debris from Alderton Square
to New Road on the left side of verge in St. Ann under the
TPDCO/NSWMA Christmas Maintenance Program”

The Purchase/Service Order indicated that the goods were received in satisfactory order and work was
satisfactorily completed and duly signed by the Head of Department. A copy of the Remittance Advice,
with reference No. A1017964, which was dated December 20, 2013, indicated that the sum of
$500,000.00 was paid to Lydia Morris.
Contract Awarded to Shello Smith
The contract which was awarded to Shello Smith was signed on December 4, 2013, and stated the
following obligations of the Contractor:
“Clause 1.1 – General Obligations:
a. The contractor shall exercise reasonable skill, care and
diligence in the performance of the works described below:
