not the contractors had been informed that they
were getting contracts in specified amounts?
A:
If I am remembering correctly, I think there was a
meeting; I think some persons were informed that
they would have been contacted. In some parts
some persons were contacted and they had
requested also, some of those persons had requested
work based on their own expertise.
CHAIRMAN:
You never heard my question?
A:
You asked if they were contacted before.
CHAIRMAN:
Prior to this letter being issued to Mrs. Powell had
the contractors been advised that they were being
given contracts and the amounts?
A:
I don't know about the amounts, but as I said, in part,
they may have been contacted in some way or form, I
am not certain. I can't say right now.
CHAIRMAN:
And the base upon which you may have said that,
some may have been contacted some way or form,
what is it that you would know to say that?
A:
Because some of them would either contacted the
office and ask if there would be any work or if they
request for work would have been approved.
CHAIRMAN:
You are guessing now Mr. Russell?
A:
No, I am not guessing, but it is just in explaining to
you. Because I mean that is how some people
operate, that is how some of the persons operate.
CHAIRMAN:
Your letter says; "Please see the list of contractors
below and specified amounts".
