Though the evidence provided by the collectors/contractors indicates that a portion of the
contract sum is apportioned to the stated contractor, there is no evidence to indicate the
identity of the beneficiaries of the majority portion and remaining balance of the contract sum;

The contracts which are prepared by the St. Ann Municipal Corporation outlines a plethora of
road and areas where drain cleaning and de-bushing works are stated to have been completed
and where the Corporation has attested to its completion, however, the contractors to whom
these contracts are awarded, (i) did not complete any of the works; and (ii) completed only
some of areas/road identified on the contract. Notwithstanding the fact that full payment is
disbursed by the Corporation, there is no documentation to indicate whether the drains and
roads which were not verified by the contractors were in fact cleaned or de-bushed as
contracted.

Having regard to the allegations that “…
there is a database that is formed from these persons’
names and when projects and money come into the constituency, they have a few persons that they
use to collect the money, and share the money, most times without the work being done
…[and
that]
often this is done with only 50% of the work being completed
”,
the OCG concludes that there
is evidence in the form of letters issued by the Office of the Member of Parliament which, in
effect, recommends persons selected by the said office for the award of what is regarded to be
“group contracts/payments”. On the premise that the contractors represented on the mentioned
group contracts, by their own admission, did not complete all the works specified on the contract,
and the inability of the St. Ann Municipal Corporation to provide evidence as to the completion
of these works, the OCG concludes that there is no documentation to formally account for the
completion of all works contracted to be performed by the following contractors:
