34. Having regard to the allegations
of “…
rampant corruption at the People’s National Party’s
constituency office at the racket to rob poor people of the proceeds of publicly funded works…”
the OCG concludes that the system of group payment, as well as the manner in which persons are
recommended for the award of these contracts increases the susceptibility of public resources to
misappropriation and corruption. This is based upon,
inter alia
, the following premises:
1.
The contractors are essentially, in some cases, a ‘collector’, that is, an agent utilized for the
sole purpose of collecting a cheque from the Municipal Corporation;
2.
The “collector”, in whose name the contracts and cheques are written, encashes the cheques
and submits the cash from the said cheque to employees of the Office of the Member of
Parliament, South East St. Ann and Councillors within the St. Ann Municipal Corporation.
