Whether the actions of the St. Ann Municipal Corporation, in preparing documentation which
gave the impression that the complete scope of works had been executed by the contract awardee,
while having knowledge of the contrary, amounts to an act of fraudulent misrepresentation.

Whether the actions of Ms. Lisa Hanna in making recommendations for the award of contracts to
twelve (12) persons affiliated and/or associated with the People’s National Party (PNP), gives rise
to a conflict of interest. Further, whether Ms. Hanna, as a Member of Parliament and in this regard
a public servant, willfully neglected to perform her duty and/or willfully misconducted herself by
making recommendations for the award of government contracts amounting to an abuse of the
public’s trust, by acting fraudulently.
A copy of this report is also being referred to the Financial Investigations Division of the Ministry of
Finance and the Public Service, for due consideration and/or investigation, as may be deemed appropriate,
having regard to the allegations which were made, the sworn testimonies which were provided by
witnesses, as well as the findings and conclusions of this report, as it concerns monies which were paid
over to operatives of the Office of the Member of Parliament, South East, St. Ann.
Additionally, the OCG recommends that a handwriting expert be invited to examine the signature which
appears on the cheque which was made payable to Mr. Oswald Jarrett, to determine,
inter alia
, the
veracity of the signature which is affixed and to conduct the relevant investigations with a view to
determine whether there is a breach of any law.
