It is instructive to note that, based upon the disclosures made regarding the signing of “contracts” subsequent

to the completion of works, the Contractor General required that Ms. Althea Hall, the direct supervisor for

Ms. Janet Henry, be invited to join the proceedings, with a view to not only substantiate the representations

made by Ms. Henry, but to respond to questions relating to this practice. In this regard, the following

representations were made:

CHAIRMAN:

Madam Superintendent has entered the

room again. Madam, you are still under

the oath that you took earlier.

Who is the supervisor for Miss Henry?

MS. HALL:

I supervise Miss Henry.

CHAIRMAN:

This contract here, this contract form

that is used here where you set out

description of the work; on the back the

contractor signs; is that supposed to be

signed by the contractor before the work

is done to set out - sir/ madam, this is

the rate, this is the distance and you are

supposed to sign the contract before the

work start, ma'am

?

A:

Normally the contract is supposed to be

signed after the work is done

.

CHAIRMAN:

It's supposed to be signed after?

A:

Yes, after the work is done.

CHAIRMAN:

Not before?

A:

It shouldn't be signed before.

CHAIRMAN:

So how somebody can sign a contract

after them do the work? I don't

understand that.
