Having regard to the issuance of “blank contract documents”, the OCG during the referenced hearing
directed the following questions to Mr. Brown.
“Chairman: Have you ever had persons signed contracts
that people sign blank forms?
A: No sir.
Chairman: Never?
A:
If I am on a site and I have made agreement
with John Brown per say as to carry out some
work from point A to B, we agree at a rate
then in the interest of time I may have him
sign the document and prepare it.
Chairman: You make him sign it blank?
A:
If we have already worked out a rate I will
have him sign in the interest of time.
Chairman: Blank?
A:
Yes sir.
Chairman: And then after him gone you fill out the rest?
A:
Just follow with the information as agreed.
Chairman: And after him gone you fill it out as agreed,
but at the time that he signs it blank, in the
interest of time when you have done it, no
money amount is written on it?
A:
On the document itself?
Chairman: Yes sir, that is why I say blank, no money
