Having regard to the issue of the signing of “blank” contract documents, the Contractor General posed
questions to Ms. Althea Hall, former Superintendent Roads and Works, St. Ann Municipal
Corporation. It is instructive to note that both Ms. Janet Henry and Mr. Alwyn Brown report to Ms.
Hall, in respect of the functions performed by them at the St. Ann Municipal Corporation:

Are you aware of blank forms being
signed at the Parish Council and people
leave them and the form is filled out at
the Parish Council by the Parish Council
officials.

In general? That's a general question?

It's in relation to drain cleaning and
