Chairman:
Do you know if he did the work or is somebody else?
A:
Well, I can't recall exactly because this is
patching work, so he wouldn't be the person
who does all of this work on the document.
Chairman:
Why you say that? Oh you mean because he would
subcontract it out?
A:
Yes.
Chairman:
Do you know him to be somebody who does asphalt
work; have experience with working on the road?
A:
Well, he is around those kinds of jobs
sometimes
Chairman: I know,
but
when
you
sign
as
satisfactorily done, do you know him as somebody who
is competent to do the work, that is what I mean?
A:
Well my
assessment
is
of
the
works
done, not of him.
Chairman:
But in instances, suppose them carry a garbage man
to come and do road work, do you play a role and
say that this man musn't get the work or because the
MP recommend him you just go along with it?
A: There wouldn't be any way of me knowing, I
would have to see him carry out the works
and then I would identify that this person is
incapable of doing this type of work or it is
unsatisfactorilydone.”
