Usually when they are signing they
know what they are supposed to be
signing for and normally when they
come they are sent to the particular
officer. Normally we ask them where
you did the work and so on, they are
directed to that officer. So them signing
in the presence of the officer, that
agreement would be there between them
and the officer even if they sign it blank
.

And you are sticking by that answer?
You are not seriously saying that? In
this day and age in Jamaica's industry,
you are saying that as Superintendent
you are aware of instances that persons
come there and sign blank forms and
then the information is filled in by
whom, the rest of the information?

The Works Overseer.
CHAIRMAN:
And you would agree with me that there
is a process that before somebody signs
the work description should be filled out,
they should be advised of the rate, they
should be advised of the sum and they
sign thereafter?
A:
