The Process Utilized for the Selection of Contractors
Having regard to the disclosure by the St. Ann Municipal Corporation that the contractors to whom contracts
were awarded for the performance of de-bushing and drain cleaning works, in respect of the CDF, are
recommended by the Office of the Member of Parliament, South East, St. Ann, the OCG posed the following
questions to Ms. Andrea Smith, CDF Consultant, during her appearance before the Contractor General on July,
15, 2015:
“Chairman: Doyou have anything documented or anything that is
utilized by way of a, for guidance, how you select
contract, how contractors are, what are the
eligibility criteria if any, for contractors, not
selection but what is that one needs to bring to the
table for say bushing and drain cleaning, is there any
eligibility requirement there?
…
A:
Well we have persons who are reputable and
trustworthy within the constituency and those
persons would have been considered as well as
persons who are
unemployed, so that is also a
consideration
.
”

As it regards the manner in which contractors are advised and contacted in respect of the award of
contracts, Ms. Smith advised the OCG of,
