TERMS OF REFERENCE
Objectives
The objectives of the OCG’s Investigation into allegations concerning acts of impropriety, irregularity and
corruption involving the Office of the Member of Parliament, South East, St. Ann and in the award of certain
government contracts by the St. Ann Municipal Corporation, are to determine,
inter alia
, the following:
1.
The contract award process (es) that are employed by the St. Ann Municipal Corporation in relation to
the award of contracts for which Constituency Development Fund (CDF) funds are utilized.
2.
The extent of the relationship, if any, between the St. Ann Municipal Corporation and the Constituency
offices within the parish of St. Ann, as it regards the award, implementation and/or execution of CDF
projects and/or contracts.
3.
The involvement, if any, of the Office of the Member of Parliament, South East, St. Ann in the award,
implementation and execution of government contracts.
4.
The role(s) and responsibility(ies) of the officers within the St. Ann Municipal Corporation who are
involved, directly or indirectly, in the contract award and implementation processes.
5.
The veracity of the allegations of corruption and impropriety involving the Office of the Member of
Parliament, South East, St. Ann, on the part of Ms. Lisa Hanna, Member of Parliament, South East St.
Ann, Ms. Andrea Smith, former CDF Consultant, and Mr. Ezekiel Russell, former Constituency
Secretary, and/or any other person(s) affiliated or associated with the stated Office and as it regards the
award of government contracts.
6.
The extent of the involvement, if any, of Ms. Lisa Hanna, Member of Parliament, South East St. Ann,
and/or any other person(s), in any irregularity, impropriety and corruption in relation to the award of
government contracts which are funded by the CDF.
