That when Mr. Lloyd Garrick became aware of the aforementioned incident he assumed the above

referenced “Lloyd” referred to him. He, however, disclosed that he knew nothing about the money or

the matter. Mr. Garrick stated that upon his investigation, the money came from Ministry of Local

Government for MPs late in 2013, for the Christmas period. He stated that he was of the belief that

these were the funds that the Complainant went to collect.

That the contract Mr. Blyden Brown had signed at the Parish Council related to Christmas work. He

stated that he didn’t get any of the money from the cheque.

Mr. Denzil McDonald alleged that on June 2013 he was at a function at the Moneague Teacher’s

College and a conversation regarding “

the criminal activities at the Constituency Office”

was being

discussed. The Complainant stated that he got some work from the Office and the money was

penciled out and $110,000.00 was to be ‘left back’, and three (3) persons were to benefit from this

remaining sum of money, including the MP.

Other allegations were made concerning the issuance of farm work tickets and the alleged fraudulent

receipt of money in this regard, as well as cases of sexual abuse, for which the OCG has no jurisdiction.

The aforementioned allegations and inferences, amongst others, raised several and grave concerns for the OCG,

especially in light of the references to acts of fraud and corruption, which was alleged to have been committed

against the GoJ as it regards contract administration, the performance of government contracts and the

implications which may arise in respect of the principles which are enshrined in Section 4 (1) of the Contractor

General Act.

Section 4 (1) of the Act requires,

inter alia

, that GOJ contracts should be awarded “

…impartially and on merit

and that the circumstances of award should “

…not involve impropriety or irregularity”.

The OCG’s Investigation primarily sought to determine,

inter alia

, (a) the contract award process(es) that are

employed by the St. Ann Municipal Corporation in relation to the award of contracts for which CDF funds are

utilized, (b) the involvement, if any, of the Office of the Member of Parliament, South East St. Ann in the
