Section 16 of the Contractor General Act expressly provides that “

An investigation pursuant to section 15 may

be undertaken by a Contractor-General on his own initiative or as a result of representations made to him, if in

his opinion such investigation is warranted.”

The OCG’s decision to commence a formal Investigation into the subject matter followed

upon the Office’s

receipt of a letter of complaint on May 26, 2015. The referenced letter, which was addressed to the Contractor

General, is being treated as anonymous to protect the identity of the complainant(s). The letter bore the subject

and stated,

allegations:

The

has been alerted to allegations of rampant

corruption at the People’s National Party’s constituency office in

Moneague, South East St. Ann.

The allegations have been made by …persons connected to the

party...

Among other allegations,

[the Complainant]

…has said that

[he/she]

has repeatedly advised the incumbent Member of

Parliament, Lisa Hanna, that some of her political workers who

are based in her constituency office were involved in … a “racket

to rob poor people of the proceeds of publicly funded works

projects.”
