award, implementation and execution of government contracts, and (c) the veracity of the allegations of
corruption and impropriety involving the Office of the Member of Parliament, on the part of Ms. Lisa Hanna,
Member of Parliament, South East, St. Ann, Ms. Andrea Smith, former Constituency Development Fund (CDF)
Officer, and Mr. Ezekiel Russell, former Constituency Secretary, and/or any other person(s) affiliated or
associated with the Office of the Member of Parliament, South East, St. Ann and as it regards the award of
government contracts.
The foregoing objectives formed the basis of the OCG’s Terms of Reference for its Investigation and were
primarily developed in accordance with the provisions which are contained in Section 4 (1) and Section 15 (1)
(a) to (d) of the Contractor General Act.
The OCG was also guided by the expressed provisions which are contained in Section 21 of the Contractor
General Act. Section 21 specifically mandates that a Contractor General shall consider whether he has found, in
the course of his Investigation, or upon the conclusion thereof, evidence of a breach of duty, misconduct or
criminal offence on the part of an officer or member of a Public Body and, if so, to refer same to the competent
authority to take such disciplinary actions or other proceedings as may be appropriate against that officer or
member.
At the commencement of its Investigation on June 3, 2015, the OCG, by way of a letter of even date, wrote to
Ms. Lisa Hanna, Member of Parliament, South East, St. Ann, to inform of the OCG’s decision to launch an
Investigation into the subject matter. Similarly, the OCG by way of a letter which was dated June 4, 2015, wrote
to Mr. Alfred Graham, former Secretary Manager, St. Ann Parish Council, advising of the initiation of the
OCG’s Investigation.
The Findings of the OCG’s Investigation into the circumstances surrounding the aforementioned matters are
premised primarily upon an analysis of the statements and the documentary evidence which were provided by
the respondents, who were requisitioned and/or summoned by the OCG, during the course of the Investigation.
