METHODOLOGY

The OCG utilised the following methodology in the conduct of its Investigation into the subject matter:

Hearings

Hearings pursuant to Section 18 (2) of the Contractor General Act were convened by the Contractor General

during the period July 15, 2015 to June 2, 2017. Section 18 (2) of the referenced Act provides that:

“…a Contractor-General may summon before him and examine

on oath –

(a)

any person who has made representations to him;

or

(b) any officer, member or employee of a public body or any other

person who, in the opinion of the Contractor-General, is able to

furnish information relating to the investigation, and such

examination shall be deemed to be a judicial proceeding within

the meaning of section 4 of the Perjury Act.”

The following persons were summoned to appear before the Contractor General pursuant to the aforementioned

section of the Contractor General Act:

1.

Ms. Lisa Hanna, Member of Parliament, South East St. Ann;

2.

Mrs. Claudiah Carter, Chief Executive Officer, St. Ann Municipal Corporation;

3.

Mr. Alfred Graham, former Secretary Manager, St. Ann Municipal Corporation;

4.

Mr. Alwyn Brown, Assistant Superintendent Roads and Works Department, St. Ann Municipal

Corporation;

5.

Ms. Janet Henry, Works Overseer, St. Ann Municipal Corporation;

6.

Mr. Ezekiel Russell, former Constituency Secretary, Office of the Member of Parliament, South East, St.

Ann, and former Special Assistant, Ministry, Youth and Culture;

7.

Ms. Andrea Smith, former CDF Consultant, Office of the Member of Parliament, South East, St. Ann;
