Estimates are prepared by the Roads and Works Department of the St. Ann Municipal Corporation for
Physical Infrastructure Works Programmes on the request of the Member of Parliament. The scope of
works is then prepared and priced utilizing rates from the National Works Agency (NWA) and
Incorporated Master Builders Schedule of Rates as a guide.

Insofar as it relates to the implementation of de-bushing and drain cleaning works, the St. Ann
Municipal Corporation (a) prepares estimates for works, (b) implements and monitors the projects, (c)
certifies the works satisfactorily completed (d) processes Payment Vouchers for payments to be made to
contractors and (e) prepares and issues cheques to contractors.

The OCG’s Investigation focused on a total of 53 contracts which were awarded by the St. Ann
Municipal Corporation, during the period 2011 to 2015, to contractors who were, primarily,
recommended by the Office of the Member of Parliament, South East, St. Ann. The referenced
contracts related largely to de-bushing and drain cleaning works and utilized both CDF and Parochial
Revenue funds.

Three (3) contracts were awarded to Mr. Blyden Brown for which the cumulative value was in the
amount of $383,000.00. A contract which was entered into on December 6, 2013 bore no signature of
any officer of the St. Ann Municipal Corporation attesting to the works being “
GIVEN OUT
” or
“
SATISFACTORILY DONE
”.
16.
A total of fourteen (14) contracts were found to have been awarded to Mr. Roderick Riley by the St.
Ann Municipal Corporation, with a cumulative value of $2,003,999.00. Notwithstanding the foregoing,
the OCG has observed a total of sixteen (16) separate payments which were made to Mr. Riley with a
cumulative value of $2, 204,507.24.
17.
A contract which was entered into between Mr. Roderick Riley and the St. Ann Municipal Corporation,
in the amount of $55,000.00 was signed by the contractor on July 31, 2013; however, the stated contract
commencement and completion dates were July 22, 2013 and July 25, 2013, respectively. Similarly, a
