In respect of a contract which was awarded to Mr. Lenworth Vassell, in the amount of $375,000.00, the

commencement date for the contract preceded the date on which the contract was signed by the

contractor. The contract was signed by the contractor on December 10, 2013, whereas the contract

commencement and completion dates were stated to be December 6, 2013 and December 10, 2013.

24.

There was no formal contract in place during the execution of works performed by Mr. Delton Walker.

The contract document which was prepared by the St. Ann Municipal Corporation indicates that the

commencement date for the contract preceded the date on which the contract was signed by the

contractor. Further, the contract document portrays that the contract was signed by the contractor on

December 16, 2013, 10 days after the works were stated to have commenced, that is, December 6, 2013,

with the conclusion date being, December 13, 2013.

25. There was no formal contract in place during the execution of works performed by Mr. Roderick Riley,

in two (2) instances. A contract document which was prepared by the St. Ann Municipal Corporation in

the amount of $55,000.00 indicated that the contract was signed by the contractor on July 31, 2013;

however, the stated contract commencement and completion dates were July 22, 2013 and July 25,

2013, respectively. In respect of a contract which was entered into in the amount of $135,240.00, the

contract was signed by the contractor on March 27, 2013, however, the stated contract commencement

and completion dates were March 19, 2013 and March 26, 2013, respectively.

26.

Group Payments and/or Group Contracts refer to an informal facility which is facilitated by the St. Ann

Municipal Corporation which permits the grouping of small payments intended for a number of

‘contractors’ into a sum less than $500,000.00 . A request for the grouped payments is sent by formal

correspondence from the Office of the Member of Parliament, specifically outlining the collective sum

and the name of the recommended contractor/facilitator/collector.

The stated correspondence, which is submitted by the Office of Member of Parliament, is invariably

accepted by the St. Ann Municipal Corporation as a recommendation for an award of a contract, and

accordingly, a contract is prepared by the Corporation in the name of the recommended
