27, 2013; however, the stated contract commencement and completion dates were March 19, 2013 and
March 26, 2013, respectively.
18.
A total of three (3) contracts were awarded by the St. Ann Municipal Corporation to Ms. Sandra Garrick
with a cumulative value of $ 1,035,000.00.

In respect of a contract which was awarded to Ms. Sandra Garrick, in the amount of $200,000.00, the
commencement date for the contract preceded the date on which the contract was signed by the
contractor. The contract was signed by the contractor on October 9, 2013; however, the stated contract
commencement and completion dates were October 7, 2013 and October 9, 2013, respectively.
20.
A total of five (5) contracts were awarded by the St. Ann Municipal Corporation to Ms. Lydia Morris,
the total value of which amounted to $1,189,900.00. In relation to a contract which was in the amount of
$300,000.00, both the commencement and completion date for the contract preceded the date on which
the contract was signed by the contractor. The contract was signed by the contractor on December 12,
2012; however, the contract commencement and completion dates were stated to be December 4, 2012
and December 7, 2012.

There were no rates and quantities stated by the St. Ann Municipal Corporation on the contract
document for the contract which was awarded to Ms. Lydia Morris, in the amount of $20,000.00.
22.
A contract was awarded to Mr. Oswald Jarrett, in the amount of $50,000.00. The referenced contract
document bore neither an indication of the quantity of works performed, nor the rates which were
applied for the performance of same.
Further, the date of the cheque which was made payable to Mr. Oswald Jarrett, in the amount of
$50,000.00, preceded the date on which the contract was signed as well as the commencement and
completion dates for the stated contract.
