contractor/facilitator/collector. The contractor, in this sense, is regarded to be a ‘collector’ or a facilitator
who may or may not have performed any or all of the works outlined in the contract.
27.
Further, the contractor is regarded by the Office of the Member of Parliament to be a collector or a
facilitator, whose responsibility it is to collect the cheque in relation to the contract awarded by the
Corporation. No documentation has been provided to the OCG which specifically indicates the manner
in which the grouped contracts and/or payments are apportioned. In addition, the person (s) who act as
“facilitator” or “collector”, collects grouped payments in the form of cheques from the St. Ann
Municipal Corporation, on the invitation of the Office of the Member of Parliament, the cheque is
thereafter encashed and the money handed over to persons within the Office of the Member of
Parliament and/or Councillors within the St. Ann Municipal Corporation.

Of the 53 contracts which were awarded by the St. Ann Municipal Corporation , the particulars of which
are noted in Appendix 2 of this Report, a total of 34 were identified as being ‘Group Payments’ and/or
