The basis upon which contractors are selected by the Office of the Member of Parliament is determined

by the contractors being designated as “…

reputable and trustworthy within the constituency …”

31.

Mrs. Joan McDonald was awarded a contract by the St. Ann Municipal Corporation in the amount of

$414,900.00 on December 6, 2013. The award of contract to Mrs. Joan McDonald was made by the

Corporation based upon the recommendation of Ms. Lisa Hanna. Ms. McDonald served as a Vice

President on the Executive Committee of the South East, St. Ann Constituency for the period 2011-

2016.

32.

Documents which were labelled as Exhibits ‘JM1’ and ‘JM2’ by the OCG were presented by Mrs. Joan

McDonald to the OCG, with the intention of identifying the persons who had been sub-contracted by her

in the performance of the contract which was awarded in the amount of $414,900.00.

33.

Ms. Nicolette Keene was awarded a contract by the St. Ann Municipal Corporation, on December 9,

2014, in the amount of $475,000.00. The contract was awarded based upon the recommendation of Ms.

Lisa Hanna. Ms. Nicolette Keene has been employed to the Office of the Member of Parliament, South

East St. Ann, since January 2012 and has served as a member on the Executive Committee of the South

East, St. Ann Constituency for the period 2015- 2016.

34.

Mr. Ezekiel Russell was awarded a contract on November 22, 2011 by the St. Ann Municipal

Corporation in the amount of $114,800.00. The contract was awarded by way of the utilization of CDF

Funds. The OCG has seen no specific documentation emanating from the Office of the Member of

Parliament, South East, St. Ann, which recommends Mr. Russell for the award of a contract. Mr. Russell

served in the capacities of Administrative Assistant / Constituency Secretary, South East St. Ann and

Special Assistant to the Minster of Youth and Culture, Ms. Lisa Hanna, during the period 2007 to May

2014.

35.

Ms. Lydia Morris was awarded a total of five (5) contracts, during the period November 2012 to

December 2013, by the St. Ann Municipal Corporation with total value amounting to $1,189,900.00.
