DISCUSSION OF FINDINGS

The Concept of the Constituency Development Fund

Having regard to the nature of the allegations which were made in relation to the instant matter, the OCG

deemed it prudent to outline and articulate the functionality of the Constituency Development Fund (CDF). The

Revised Constituency Development Fund (CDF) Operational Procedures prepared by the Ministry of Finance

and Planning, January 17, 2011, conceptualizes the CDF in the following manner:

“The Constituency Development Fund (CDF) is a fund established

to provide members of Parliament with financial resources to

execute approved social and economic programs within their

constituency. The Fund replaces the following programs: -



The Social and Economic Support Program (SESP)



The Local Development Program (LDP)



Lift Up Jamaica Program”

The CDF which became operational during the financial year 2008-2009 was established for the purpose of

promoting human and infrastructural development at the community and constituency levels by “…

Catalysing

economic activities at the constituency level; Fostering local governance including good environmental

stewardship; Improving service delivery and bring government and the people closer together, and; Increasing

the effectiveness of the elected representatives welfare activities/projects

”.

Under the Fund, responsibility for the management and disbursement, as well ensuring transparency, probity

and accountability resides with the Office of the Prime Minister, whereas the responsibility of project

implementation resides with approved GoJ Ministries, Departments and Agencies. Further, and as stated in the
