The Contract Award Process(es) Employed by the St. Ann Municipal Corporation

The OCG, in keeping with the scope of its Investigation and the allegations which were made, sought to

ascertain the contract award processes which are employed by the St. Ann Municipal Corporation in the

implementation of CDF projects for and on behalf of the Office of the Member of Parliament, South East, St.

Ann. In this regard, Mr. Alfred Graham, by way of his response of June 24, 2015, to an OCG requisition stated,

inter alia

When funds for projects have been released to the Council by

the Constituency Development Fund (CDF) Unit, Council will

subsequently receive further communication from the Office of

the Member of Parliament, indicating persons to be engaged for

work in relation to works that may carried out by direct

contracting

and in relation to Human and Social Development

Programme a list of beneficiaries would also be received from the

office of the Member of Parliament. When lists are received from

Office of the Member for Parliament for Works Programme,

these are referred to the Superintendent of Roads and Works of

the Council for implementation

With regard to Human and Social Development Programme,

responsibility for implementation is dependent on the specific

nature of the benefits. The Inspector of
