As it regards the selection of contractors for projects, the following questions and responses where provided
during the course of the referenced Hearing:
“Chairman … How are the contractors selected?

For the projects. The contractors are recommended
by the councillors and community members to the
Member of Parliament.
Chairman: And that comes to the Member of Parliament who
passes it on to you?
A:
Yes.
Chairman: And that comes to the Member of Parliament who
passes it on to you?
A:
Yes.

Or vice versa.
Chairman:
If this is not your personal knowledge you could
indicate and as I would say if it’s above your pay
grade you can indicate that too. Who makes the,
do you, when you say vice versa can you decide to
accept a contractor or it is the member of, who is
it that accepts?
A:
No, I would only accept the recommendation and
bring it to the Member of Parliament.
Chairman:
So ultimately a decision as to the selection of a
contractor is made by the Member of Parliament
?
A:
Yes.
Chairman: … Who ultimately makes the decision as to projects,
the ones that you ultimately submit to parliament
