As it regards the CDF Project Oversight Committee and its status and activity within the South East, St. Ann
Constituency, Ms. Andrea Smith advised the OCG as follows:
“
The Project Oversight Committee is a subset of the Constituency
Executive Committee. These include: Mr. Junior Gohegan, Ms.
Thelma Johill, Ms. Claudia Green, Ms. Lois Steir and Ms. Lisa
Hanna. This Committee is scheduled to meet quarterly”.

It must be noted that Ms. Smith failed to indicate the terms of reference and/or the roles and responsibilities of
the Committee. Ms. Smith also failed to present any Minutes of the Meetings of the Committee for the period
January 2012 to June 2015.

The OCG, by way of its requisition of June 18, 2015, sought to ascertain the full extent of Ms. Smith’s
involvement with CDF projects which involves de-bushing and drain cleaning works. Ms. Smith provided the
following responses by way of her response of June 29, 2015:
“For infrastructure projects my responsibilities are: to prepare the
necessary submission with supporting documents to the CDF
office. After the approval of the Parliament, my role is to liaze
[sic]
