Q:

What would account for what your notes here, of no

documents located for Blyden Brown and other

contracts that you are referred to, what would account

for that? It continues throughout the document which

is labelled –

A:

No documents located’, it is difficult to say what could

have resulted from these; because normally we have

a filing system where copies of all programmes

submitted by the Member of Parliament are kept on

the respective files in the main office and the finance

office

.

Q:

Once again the said contract, Blyden Brown contract

of December, 2013, your note is ‘not signed’.

So there is no signature that work was satisfactorily

done yet still you were able to find a cheque, is that

irregular?

A:

A voucher – payment voucher not signed but yet a

cheque has been prepared, that would not be the norm.

The Superintendent would sign work satisfactorily

completed -

us to accompany the notation you made on what you

had called Appendix 3, which we now call Exhibit

AG(2). You have the note under the column Name of

Council Officers, Endorsed; Work Satisfactorily
