Contract awarded to Lenworth Vassell

The OCG’s review indicates that one (1) contract was awarded to Mr. Lenworth Vassell in the amount of

$375,000.00. The OCG also observed that the commencement date for the contract preceded the date on

which the contract was signed by the contractor. In this regard, the contract was signed by the contractor on

December 10, 2013, whereas the contract commencement and completion dates were stated to be December

6, 2013 and December 10, 2013. There is no indication that the referenced contract or the payments made in

this regard were reviewed by the Internal Audit Department of the St. Ann Municipal Corporation.

Contract Awarded to Delton Walker

One contract was awarded to Mr. Delton Walker in the amount of $380,000.00, during the period under

review by the OCG. The OCG’s perusal of the contract document and payment records revealed that the

commencement date for the contract preceded the date on which the contract was signed by the contractor.

In point of fact, the contract was signed by the contractor on December 16, 2013; however, the contracted

works commenced 10 days prior on December 6, 2013 and concluded on December 13, 2013. In this regard,

there was no formal contract in place during the contract execution phase. There is no indication that the

referenced contract or the payments made, in this regard, were reviewed by the Internal Audit Department of

the St. Ann Municipal Corporation.

Contract Awarded to Ms. Donnette Hamilton

Ms. Donnette Hamilton was awarded a total of two (2) contracts by the St. Ann Municipal Corporation

during the period 2012 to 2015 valued at $90,000.00 and $500,000.00. In relation to the contract which was

awarded by the Corporation in the amount of $500,000.00, the OCG has observed what appears to be an

arithmetic error, given that the agreed quantity, as stated on the contract was 250m at the agreed rate of

$200.00, which by the OCG’s calculation would amount to $50,000.00 and not $500,000.00 as indicated on

the contract and as disbursed by the Corporation to Ms. Hamilton.
