Mr. Alfred Graham, by way of his response which was dated October 13, 2015 responded in the form of an
Inter-office Memorandum dated October 13, 2015, which was directed to Mr. Alfred Graham by Ms. Althea
Hall, Superintendent Roads and Works. The Memorandum which was signed by Ms. Hall bore the subject
line,

and stated,
