Having regard to the aforementioned letter, the OCG was provided with a copy of a letter which was dated
December 11, 2014, which was addressed to Mr. Alfred Graham, Secretary Manager, St. Ann Parish
Council, by Ms. Moveta Munroe. The referenced letter stated
, inter alia
, as follows:
“
Re: St. Ann South Eastern Special Employment Programme
Please accept this letter as authorization to make payments to
persons employed re the captioned project as per the request of
the Member of Parliament, South Eastern St. Ann, Hon. Lisa
Hanna.”

The OCG
considers it prudent to highlight, at this juncture, that the individuals stated in the abovementioned
letters are identical to the contractors referenced in the table attached at Appendix 2. In some instances, the
contract values are also similar to those indicated in Appendix 2. The OCG has attached at Appendices 3, 4,
5, and 6 a copy of the aforementioned letters.
Based upon the representations made in the noted letters, the OCG, by way of its Requisition which was
dated October 7, 2015, wrote to Mr. Alfred Graham with a view to ascertain the process and procedures
which govern the utilization of group payments. The OCG’s Requisition stated,
inter alia
, as follows:
“Please indicate whether you are aware of any circumstances
in which payments that are made to contractors are grouped
and a cheque is thereafter made payable by the St. Ann Parish
Council to only one individual, for and on behalf of other
contractors. Your response should include:
(a)
The extent of your awareness;
(b)
Specific details of the circumstance(s) of which you
are aware;
