The Practice of ‘Group Payments/Contracts’ in the Award of GOJ Contracts
During the course of its investigation, the OCG was provided with copies of letters which appear to
authorize payments
en bloc
to specified persons. The letters were sent to the attention of officers of the St.
Ann Municipal Corporation by personnel employed to and/or affiliated with the Office of the Member of
Parliament, South East St. Ann. The OCG has detailed, hereunder, the substance of the referenced letters:
By way of a letter dated December 17, 2013

, which was addressed to the Mr. Ivor Earle, former
Superintendent of Roads and Works, St. Ann Parish Council, by Andrea Smith for and on behalf of
Ms. Lisa Hanna, Member of Parliament, South East St. Ann, the following was stated:
“Please see additional names for which permission is being
given for payment to be made to under the current Christmas
Bushing and Beautification Program.
1. Mrs. Joan McDonald - $415,000.00
2. Mrs. Paulette Grant- $480,000.00
3. Mr. Lincoln Dennis - $400,000.00
4. Ms. Patricia Clarke – $360,000.00
5. Ms. Lydia Morris - $490,000.00
6. Mr. Roderick Riley- $325,000.00
