Contracts Awarded to Roderick Riley
A total of fourteen (14) contracts were found to have been awarded to Mr. Roderick Riley by the St. Ann
Municipal Corporation. Notwithstanding, the OCG sequestered evidence of sixteen (16) separate payments
which were made to Mr. Riley with a cumulative value of $2,204,507.24. Notably, the OCG was not
provided with contract documents for cheques made payable to Mr. Riley in the amounts of $134,260.00
and $83,288.24, which were made on February 1, 2013 and March 1, 2012, respectively.
The OCG also observed that in two (2) instances, the commencement and completion dates for the contract
preceded the date on which the contract was signed by the contractor. As noted in the referenced table the
contract which was entered into in the amount of $55,000.00 was signed by the contractor on July 31, 2013,
however, the stated contract commencement and completion dates were July 22, 2013 and July 25, 2013,
respectively. The contract which was entered into in the amount of $135,240.00 was signed by the
contractor on March 27, 2013; however, the stated contract commencement and completion dates were
March 19, 2013 and March 26, 2013, respectively. In both instances, there was no formal contract in place
during the contract execution phase.
Of the fourteen (14) contracts reviewed by the OCG, only four (4) were verified as having been examined
by the Internal Audit Department of the St. Ann Municipal Corporation.
The OCG’s review revealed that five (5) of the fourteen (14) contracts awarded to Mr. Riley failed to
identify the rates and quantities which were applied in respect of the works performed. In this regard, it is
unclear as to the manner in which the estimates and/or contract values were determined by the Corporation.
Contracts Awarded to Sandra Garrick
The OCG found that during the period under review a total of three (3) contracts were awarded by the St.
Ann Municipal Corporation to Ms. Sandra Garrick with a cumulative value of $ 1,035,000.00. In relation to
the contract which was awarded in the amount of $200,000.00, the commencement date for the contract
preceded the date on which the contract was signed by the contractor. In point of fact, the contract was
