could he have gotten contracts under her watch because
they had basically fallen out and she was suggesting
that there is some conspiracy afoot; that somebody has
given him a contract and/or caused him to get a
contract without her knowledge. I just give you that
run-up. The question is, what sort of checks and
balances are in place, to your knowledge, to ensure that
contracts that are awarded there is sufficient
documentation to evidence the issuance of the contract?

As we discussed earlier, this morning we looked at the
programme when funds are allocated to a Member of
Parliament in this particular case, Member of

, the funds are disbursed to the
Parish Council, the Member of Parliament in turn sends
the programme for that allocation or what is to be
implemented with the names, as we had said this
morning. That is sent to the Superintendent of Roads
and Works and Properties Director of Finance, and
from that the Superintendent would contact these
persons, implement the programme, go through the
normal process, submit payment – vouchers for
