The referenced contract was signed by Ms. Andrea Smith on June 11, 2012 and witnessed by “
Joan McDonald
”
on the same date.
The OCG further required that Ms. Smith provide an Executive Summary comprehensively detailing the
manner in which CDF projects are implemented in the divisions which comprise the South East, St. Ann
Constituency. In this regard, Ms. Andrea Smith informed the OCG as follows:
“The method of implementation is the same for all constituencies.
The CDF is divided into infrastructure and Social projects. As a
SE St. Ann policy the CDF committee and the MP have decided to
give priority to education, farming and road maintenance/ bushing
/ beautification. These consume approximately 70% of the budget
($9.5 million) and the balance is on specific approved projects ($4
