Having regard to the foregoing, the OCG, by way of a requisition which was dated June 18, 2015, wrote to Ms.
Andrea Smith and required that she provide responses to the following questions:
“Please specify and detail your role(s), function(s) and
responsibility (ies) in respect of the conceptualization,
implementation and execution of Constituency
[Development]
Fund (CDF) projects within the South East St. Ann
constituency.”

Ms. Smith by way of her response which was dated June 29, 2017, responded in the following manner:
“My role, function and responsibilities are as follows:
The overall responsibility for the management of the CDF Funds
in keeping with the guidelines of the CDF PMU, the Member of
Parliament, the constituency project oversight committee, to see
to the smooth and effective implementation of all CDF projects
and ensuring that the plan and guidelines are adhered to, to liaze
[sic]
with the various Government agencies providing estimates,
invoices and recommended personnel when requested, and to
assist with the smooth implementation of all approved projects
.
I do not make decisions. I implement the decisions in keeping
with guidelines in a professional and lawful manner.
”
