The Extent of the Involvement of the Office of the Member of Parliament - South East, St. Ann
During the course of a hearing which was held on July 15, 2015 during which Ms. Andrea Smith appeared
before the Contractor General the OCG was advised by Ms. Smith of her role and functions in respect of the
implementation and/or execution of CDF projects. Ms. Smith advised the Contractor General that she was the
Constituency Development Fund Consultant for South East St. Ann and that she reports directly to Ms. Lisa
Hanna, Member of Parliament South East St. Ann as well as the CDF Management Unit.

Ms. Smith
described her function as CDF Consultant in the following manner:
“A: My function is the responsible and management of the CDF
funds in keeping with the guidelines of the Member of
Parliament CDF Management Unit as well as the
Constituency Committee to see the smooth effective and
implementation of project that liaise with the various
government agencies.
…
…the
committee comes together, the Constituency
Committee comes together and they discuss projects, we
then have discussions with community as they set out or list
projects, prioritize projects in which to be implemented. I
am the person that would prepare the project documents as
well as any supporting invoices or documents that should
go to the CDF for approval.
…
Community members as I said would make
recommendations to the office, they would then be taken
be presented to the Member of Parliament then they
would be taken to the constituency executive where
decisions are taken.
