Ms. Lisa Hanna has been Member of Parliament for the constituency of South East, St. Ann since being
elected in 2007.
8.
The South East St. Ann Constituency consists of four(4) electoral divisions, and are represented in the
local Government by elected Councillors namely:
i.
The Bensonton Division – represented by Councillor Lydia Richards;
ii.
The Claremont Division- represented by Councillor Lambert Weir;
iii.
The Beecher Town Division – represented by Councillor Ian Bell; and
iv.
The Moneague Division- represented by Councillor Lloyd Garrick.

Subsequent to the release of funds to the St. Ann Municipal Corporation by the Constituency
Development Fund (CDF) Unit, it is customary that the Corporation receives further communication
from the Office of the Member of Parliament, advising of persons who are to be engaged for work.
In
this regard, the Direct Contracting procurement methodology is employed by the Corporation.
10.
The recommendations which are received by the St. Ann Municipal Corporation for the implementation
of projects/programmes from the Office of the Member of Parliament are reviewed in so far as it relates
to its applicability to the scope/purpose of the approved project documents received from the CDF Unit.
The recommendations are thereafter referred to the relevant Municipal Corporation officers, that is, the
Superintendent of Roads and Works, the Inspector of Poor or the Director of Finance, who are required
to ensure and certify that the works are executed to satisfaction and/or goods received in good condition.
11.
The St. Ann Municipal Corporation does not conduct a vetting process or due diligence process of the
persons who are recommended by the Office of the Member of Parliament prior to, nor subsequent to
the engagement of the recommended person by way of an award of contract. Recommendations which
are made by the Office of the Member of Parliament, invariably, results in the award of a contract by the
St. Ann Municipal Corporation.
