The aforementioned scenario outlined by Mr. Brown was corroborated, in parts, by Mr. Roderick Riley, who
was stated to have been “sub-contracted” who performed a portion of the works and to whom the sum of
$50,000.00 was stated to have been paid. Mr. Roderick Riley advised the OCG of,
inter alia
, the following:
“CHAIRMAN:
Now, Mr Bliden
[sic]
Brown, your brother, has
said that he did work, it was a NWA, what you
would call old time Public Works contract and
after him change the cheque for $28000, he paid
you $50000.00 for the bushing and drain
cleaning work. You remember any such
occasion?
A:
Yes, sir.
CHAIRMAN: And when that was done you did work from
where to where?
A:
That is for the fifty thousand?
