Having regard to the allegations which were made by Mr. Blyden Brown, concerning the award of a contract by

the National Works Agency (NWA), in 2011, the OCG, by way of a requisition which was dated November 1,

2017, requested that Mr. Everton G. Hunter, CEO, NWA, provide certain particulars relevant to the award of

any contract by the Agency to Mr. Brown for the conduct of works in South East, St. Ann. The following

response was provided by Mr. Hunter:

“To the best of my knowledge and based on checks made of the

Agency’s financial records. I am not aware of any contract that

was awarded in the amount of $280,000.00.

The Agency’s records

do however indicate that a contract was awarded in the amount

of $249,600.00 on June 16, 2011 to Mr. Blyden Brown for works

carried out in South East St. Ann under the Flood Mitigation

Programme 2011.

Mr. Hunter also provided the OCG with a copy of the referenced contract and payment voucher which were

prepared by the Agency. The OCG’s review of the contract indicate that it was dated and signed by the

contractor on June 16, 2011 for the provision of labour to “

… clear and remove wash down silt & debris

blocking road way to dump…

” from Moneague to Green Park. The works were performed at a rate of $1,200

with the stated quantity being 208m3. The payment voucher noted the certification of the Programme Manager

verifying that

“…the goods/services

[had]

been satisfactorily provided and that the rates/ prices are fair and

reasonable and the relevant financial instructions have been followed

.” The payment voucher also indicated

that the sum of $244,608.00 was made payable to Mr. Blyden Brown subsequent to the relevant statutory

deduction. Instructively, the documentation provided by the NWA included before, during and after

photographs of the execution of the contracted works.
