Having regard to the aforementioned representations, the OCG considered it prudent to conduct checks
with the various implementing agencies to,
inter alia
, ascertain their awareness of the commencement of
any works at the Prickly Pole Primary and Infant School. In this regard, the OCG on September 22, 2015
dispatched requisitions/questions to the following Public Officials/Officers:
a.
Mr. Clyde Harrison, Executive Director, Tourism Enhancement Fund;
b.
Mr. Alfred Graham, former, Secretary Manager, St. Ann Parish Council;
c.
Mr. Everton G. Hunter, Chief Executive Officer, National Works Agency; and
d.
Colonel Daniel Pryce, former Executive Director, National Solid Waste Management Authority
(NSWMA).
The Requisitions/Questions which were utilized by the OCG included specific questions that were
designed to elucidate critical information from the respondents on the matters which were being
investigated. The questions posed were,
inter alia
, as follows:
“What is the extent of your knowledge of the allegations
concerning the execution of works in respect of the paving of
the ‘Prickly Pole Primary School’? Please provide a
comprehensive statement to this question and provide
documentary evidence, where possible, to substantiate your
assertions/ responses. Your statement should also include:
(a)
Particulars of the allegations as known to you;
(b)
The exact physical address of the referenced property;
(c)
The date upon which you became aware of the allegation;
(d)
The circumstances under which you became aware of the
aforementioned allegations;
(e)
Any action(s) taken by you upon becoming aware of the
referenced allegation.
