Having regard to contracts which were awarded by the NSWMA for the JEEP Programme, the OCG
further noted a copy of a letter dated November 19, 2013 from Mr. Lucille Brodber, then Project Director,
Ministry of Transport Works and Housing - Jamaica Emergency Employment Programme (JEEP)
addressed to Miss Jennifer Edwards, then Executive Director, NSWMA.
The content of the referenced letter is, hereunder, outlined:
“
Re: Projects funded by the Tourism Enhancement Fund
The caption refers. Please be advised that the Member of
Parliament for South West Clarendon, the Hon. Noel Arscott
has indicated his desire to have his project implemented by
the National Solid Waste Management Authority…”

In addition to the referenced letter, the OCG is in possession of a copy of a spreadsheet which was sent by
Mr. Ezekiel Russell, then Special Assistant to the Minister of Youth & Culture, Ministry of Youth &
Culture to Mrs. Powell, which outlined the list of contractors and the specified amounts relating to the
JEEP Programme.
