Further, during the hearing which was held on December 10, 2015, the representations were made:
“MR. DIRK HARRISON:
Now, are you aware of the contention or the
issue, the allegation that Miss Andrea Smith
facilitates the signing of these contracts, the
document that I refer to as a contract, that is
used by the Parish Council and she facilitates
the signing of these by the contractors.
MINISTER LISA HANNA:
I have heard of the allegations. Yes, I think
you were also one of the persons that put it
to me, but I have heard of it before.
Certainly, for the record, I have no way of
proving it, because that would have to entail
me going to speak to whoever the
Superintendent is and it is highly unlikely
that if I was to put a direct question to him if
he was allowing someone from my office to
sign blank contracts. It is not until I am
seeing a lot of things here today, especially
the Blyden Brown issue and the rates.

Parish Council clearly has an issue with
