Let me just get straight to the chase, I start with this
famous term called ‘group payments’. We have a
number of letters which we have received1 from Miss
Andrea Smith

We have received a number of letters from her signing
on behalf of Miss Hanna, and we have also received
about one or two letters from Ms. Hanna herself signing
on her own behalf directing that group payments are to
be made to particular persons. Can you tell me before I
go to the letters what is your understanding of the group
payment?
A:
My understanding of group payment – as I said this is
just my understanding because there is nothing formal
about it – they would contract for work to be done in a
particular area, lets say on a particular street; they
would use one- not one person, they would use a
number of persons to do the work but the payment
would have been made to one individual and that
individual would have responsibility for paying all the
other persons who were engaged on that project. That
is my understanding of it based on the explanation
that was given tome

Parish Council who said that it should be done this
way because the Parish Council was concerned about
its accounts department being flooded at Christmas
