“Q

:

…You are aware, Miss Carter, that what is happening

in respect of this - I used the word awful, I think,

earlier, group payment.

There is this notion that the Parish Council then and the

Municipal Council now, because I hear it is still being

done up to December of last year, but we will get to

that, that because the Parish Council doesn't want all

these people at the cashier at Christmas, hundreds of

people, the Parish Council has insisted that these

groups, that the Member of Parliament should provide

names, and this person should collect for a number of

persons and they can disburse the money rather than

piling up all the people at the Parish Council. Have you

ever heard of this?

A:

No, I have never heard of that, sir. I have heard of the

group payment, though.

Q:

Has it happened in your time in terms of issuing

groups?

A:

I am not aware because when the contracts come to

us, they have an individual's name on the contract so I

would not be aware that this amount is going to be

paid to a number of persons

.”
