By right, the Parish Council should
cross check, with the other documents

has been done and to sit with the person
and say look, these are the persons that
you will be responsible for. They are
the implementing agency

Further, during the mentioned hearing the OCG sought to ascertain the processes, if any, which have been
established to account for the persons who have been engaged within the system of “group payments”. The
following questions and responses provided by Ms. Hanna are instructive:
