Well, it says Bensonton and she’s the Councillor for the
Bensonton Division.
[OCG Officer]:Mr Graham, you indicated earlier that in terms of the
verification and monitoring that is done by the Parish
Council, it would be Mr Brown or the person who is
issuing the work that would check to see that the work is
done. So in this case with Babbeth Hanniford where
she was given $475,000 worth of work and the areas
listed by Mr Harrison, and where Miss Babbeth
Hanniford gives evidence that she only worked in Cross
Roads, who would Mr Brown check with to see that the
[sic]
$457,000 value of work was actually completed, if
Miss Hanniford who he issued the work to, only can
account for Cross Roads?

A:
… Mr Brown is the person who is saying the work was
done and done to his satisfaction; it is Mr Brown’s
supervisor, or one of his supervisors because we have
about three levels above Mr Brown, who would check to
verify that work has been done satisfactorily and the
rates are fair and reasonable. In addition, the internal
auditors, the Councils’ two internal auditors, they are
independent, they are there to ensure – one of their
responsibilities is to do value for money audit.”

Corporation during the period November 2012 through to February 2016 and in so far as it relates to the
responsibilities which are accorded by the Financial Administration and Audit Act (FAA Act).
