The Process Utilized in the Implementation of the Contracts

Mr. Alfred Graham, by way of his response to the OCG, which was dated June 24, 2015, advised the OCG

of,

inter alia

, the following, as it relates to the implementation of CDF projects:

“When funds for projects have been released to the Council by

the Constituency Development Fund (CDF) Unit, Council will

subsequently receive further communication from the Office of

the Member of Parliament, indicating persons to be engaged

for work in relation to works that may be carried out by direct

contracting and in relation to Human and Social Development

Programme a list of beneficiaries would also be received from

the Office of the Member of Parliament. When list are received

from Office of the Member of Parliament for Work

Programmes, these are referred to the Superintendent of Roads

and Works of the Council for implementation...

For the period January 2012 to March 2014 Mr. Ivor Earle,

now retired, was the Superintendent of Roads and Works, while

Miss Althea Hall has been the Superintendent since March

2014.”

Mr. Graham further explained that;

“When

recommendations

for

implementation

of

projects/programmes are received from the Office of the

Member of Parliament, once they are within the scope/ purpose

of the approve project documents received from the CDF Unit,

they are referred to the relevant officers … for implementation.

Once the programmes have been implemented and completed,

the relevant officers (Supt. Roads and Works, Inspector of Poor

or Director of Finance) ensures and certifies that work is done

to satisfaction and/or goods received in good condition.
